Capt. Francis Wee is a graduate of the Singapore Polytechnic Nautical Studies Department. He obtained his COC1, Singapore in 1979. Capt. Wee is an experienced Deck officer and master of merchant ships. He served on various types of NOL vessels including container ship, roll on roll off vessel, product tankers, crude oil tankers and general cargo vessels. He left NOL in 1981 after his service as Master on board MV Neptune Emerald, a container ship.
After leaving NOL he joined the Marine Department, the Maritime Administration of Singapore as a marine surveyor. He was promoted to Assistant Director (Nautical), during his tenure at the Marine Department.
At the Marine Department, he supervises the examination of sea-going deck officers, investigate shipping casualties and contraventions of safety regulations, co-ordinate maritime search and rescue operations. Capt. Wee, was the Singapore Head of delegation for the revision of the STCW 78 Convention. He represented Singapore at various IMO meeting during the revision phase up to the final Conference in 1995.
After the setting up of the Maritime and Port Authority in Feb 1996, Capt Wee was posted to the International Department, Policy Division as its Assistant Director, (International). At the Policy Division, Capt. Wee looks after the technical issues in sea transport in its dealings with international/regional organisations such as the IMO, ASEAN, APEC on maritime training matters, safety of navigation and IMO conventions. He also looks after UNCLOS on navigational safety issues.
In Aug 1997, was appointed concurrently as Senior Assistant Director (Nautical), Shipping Division. Capt Wee headed the Nautical Department to assist the Director of Shipping in the planning, organisation and implementation of activities of the Nautical Department. As the SAD (Nautical), Capt. Wee was the Chief Examiner for Master and Mates, and Head of the Maritime Investigating Unit.
In January 2001, Capt. Wee was posted to the Training Division as its Deputy Director. Capt Wee was tasked to set up the Integration Simulation Centre (ISC) located at the Singapore Polytechnic as its project director. Capt. Wee, retired from service in the Maritime and Port Authority on 17 Feb 2008. He is currently the senior adviser for Wavelink Maritime International; The training arm of Wavelink Academy.
