COL. (Ret) Chen completed 33 years of service with the Singapore Navy. He attained a BA (with Honours) from the National University of Singapore and was awarded a Masters Degree in Strategic Studies from La Trobe University, Melbourne.

COL. (Ret) Chen attended various management courses conducted by Kennedy School of Government, Harvard and National University of Singapore.

As the Consultant for Asia Development Bank, International Maritime Organisation and International Labour Organisation, COL. (Ret) Chen provided consultancy and training in Thailand, China, Philippines, Vietnam, Cambodia, Myanmar, Indonesia, Brunei, Malaysia, Singapore, South Korea, Bangladesh and Pakistan.

Christine is a Certified Public Accountant (CPA) and a fellowship member of ACCA. Prior to joining STEi, she was Head, Finance & Human Resource of Maxwell Chambers, an entity set up by the Ministry of Law to provide best-of-class International Alternative Dispute Resolutions and Arbitration Centre in Asia. Previous to this, she was the Singapore and China Controller at Imerys Asia Pacific (Singapore), a French conglomerate listed in Paris. She reports to the Regional Financial Controller in areas of financial and shared services management of Asia Pacific region comprising of Singapore, Japan, Malaysia, Indonesia and Vietnam.

Prior to Imerys, she was the Finance Manager with a dual portfolio as Corporate Support Manager in ST Education & Training Pte Ltd (STET), a company of ST Electronics. She is responsible for all areas of financial and management reporting, group consolidation of the main business unit and its subsidiaries and overseas offices in Brunei and Qatar. Whilst in STET, Christine was actively involved in start-ups of subsidiaries and several M&A projects.
